The two images at the top right and left might not really bring anything to the discussion, but when you look closer: one shoplifter is black, the other is European. Also, I couldn't find anything about the Chinese caption, except there are 184% more readers who rated the article up than down (well, my Chinese isn't that good, I might have missed the "lowers rates this down" part, though).

I say it's a case of racist law. Look at those people:

Now, let's enlarge one of them for better examination.

If this one is 14,6% - why is it black?

Is it some sort of racism against white people AND Russians?

Of course redistributing the world's wealth, and decreasing the concentration of wealth in Russia/Eastern Europe/balkans, is a muchbetter idea than taking things from the people who worked hard to accomplish those things (The kinds of people you can find in Amurica and Rising Asia).
