Liquid Petroleum Terminal (LPT) Project (Mersin, Turkey), Stage 1

EPC contract, approx. 9.7 km, 10 month construction duration

The existing Mersin-Çamlıbel State Road (Route B100) Km 45+0 straight section expands into a 4-lane, dual-side regional highway (Route B100) which is first section of a larger project. The contract has a total length of 9,700 meters, 8 bridges, and 1 interchanges. The total investment for the project is TL 258.27 million at the project’s Year 1 of 2.121% annual escalation rate. The actual construction expenditure to date is TL 39.3 million.

The Liquid Petroleum Terminal (LPT) Project is the continuation of the existing Çamlıbel Facility, which includes offshore engineered coastal platform with MPT&D life extension and various utility solutions. The project is an extension of the existing inter-platform trunk gas pipeline. The project budget is $24.7 million, the scheduled start date is August 2015, the scheduled completion date is February 2016 and includes 15 months construction time.

The service area will extend to connect the LPT to the existing National Natural Gas Pipeline (N.G.P.) and to the interconnected regional gas distribution system. The additional service area will be extending the gas transmission pipelines and ramps, and various utility additions to the existing service area to bring the extended N.G.P. service area up to company standards and to comply with the applicable codes and standards. The precise scope and design details will be further developed during commercial negotiations and as the contract is being administered. L.P.T. SRL will be the principal manufacturer/supplier of the pipeline construction materials and will fabricate and deliver all pipeline items. The detailed material and work specifications will be documented in the final and interim agreements

The investment program of the HNPC generation company and HNPC Distribution Company amounts to approx. TL 18.3 billion for the period from 2013-2017. For the license year ended December 31, 2013, the Investment Program consisted of world-class competitiveness projects evaluated at approx. TL 5.5 billion. Around 54.4% of contributed capital will origin from private investments.
