Nahiyas are administrative units meant to represent groups of neighboring villages and are named after the group's administrative center, usually the largest or most important village therein. Nahiyas in Syria (canton and above) were border administrative units, not a geographical border, except for nahiyas which are urban on population above 15,000. The nahiya is used by the Ministry of Interior for census purposes in Syrian. In Turkish it is translated "ilçe" (county) which is a different kind of a district.

The number and name of mahalls could sometimes overlap with those of nahiyas where administrative units were merged. Administrative center of a nahiya is always more significant than that of a mahall.
